Not necessarily. Credit history, loan-to-value and vehicle age all move the rate legitimately. What this shows is the gap worth asking about.
Sometimes. Cancellable products can usually be cancelled at any point with unused term left, and refinancing can address a marked-up rate. The price of the car generally cannot.
If you traded, refinanced, paid off early or totalled the car, the unused portion of those add-ons is likely refundable — and nobody sends it unless you claim it.
